[CODATA-international] CODATA Statement on the War in Ukraine

Same for me, another past Secretary General (who helped organize the 
2008 CODATA Conference and General Assembly in Kiev). We very much hope 
that all data scientists, experts, and students in the Ukraine, and 
their colleagues and families, remain safe, and that this terrible 
situation ends soon.
