<div dir="ltr">As you probably know there is an extensive literature on GIS and development in Africa. The article you cite suggests that the use of proprietary software is the major cause of the inequities facing young African scholars and suggests the use
of FOSS. The problem is much more complex than this proposed solution. There are many studies on the effect of external top down approaches which tend to increase dependency and often contribute to the ‘brain drain’ facing African countries. I am not aware
of any studies dealing specifically with racial injustice but there may well be some.</div>
